Block Done until the checklist is finished

1. In the new workflow editor, select the transition, then Rules, then Add rule, then Validate details, and choose "RequestOps checklist complete". RequestOps' own auto-close is never blocked.
2. If someone tries to finish early, Jira tells them what is still open.
3. Items marked "Must be done before work starts" also block the transition out of a To Do status until they are done.
4. Jira admins can remove the validator at any time.

If something is not right

Done is still allowed. Confirm that the rule is on the transition being used and the workflow change is published. Automatic closure has its own policy.
