Seats nobody uses: Jira users × the share with no Jira work. Cost: those seats × your price per user per month, and × 12 for a year.
Before removing anyone, check why each person costs a seat. Often two groups give the same person Jira, and the seat only goes away when both memberships go. Check what they still own, too: filters, dashboards and projects that other people use.

Who counts as inactive here?
Anyone with a Jira seat who hasn't worked in Jira for a while, for example 90 days: no work items created, edited, moved or commented on, and no time logged. Seatwise uses that rule, and you can change the period.
Is a person who only reads Jira inactive?
By work history, yes, which is why Seatwise also reads Atlassian's user export when you add it. It shows the last time someone was seen, including days they only looked at Jira.
When does removing a seat save money?
It depends on your plan. On monthly billing, fewer users usually lowers the next bill. On annual plans, the price is set at renewal, so removing people before renewal is what counts. This calculator shows the cost of the seats, not a promised saving.
What price should I enter?
The price per Jira user per month from your invoice or quote. Atlassian does not tell apps your price, so Seatwise also asks for it once in Settings.
Does removing an inactive user delete them?
Not with Seatwise. It removes people from the groups that give them a Jira seat. Accounts, work items, comments and history stay, and each removal can be undone for 30 days.
